panda_error - handle a Panda error  

SYNOPSIS

 #include<panda/functions.h>
 void panda_error (int fatal, char *msg);
 

DESCRIPTION

Print out the error message to stderr and then exit (if fatal is panda_true).  

RETURNS

Nothing
